Businesses: Services: SUMMARY OF ENFORCED ORDINANCES Barking
Dogs Prohibited: It is hereby declared
a public nuisance and it shall be unlawful for nay person to own, keep, harbor
or care for any dog or dogs which bark for a substantial period of time so as to
disturb or alarm persons in the vicinity and to thereby cause a breach of the
peace of the neighborhood. “Substantial period of time” shall mean at least
10 minutes of continuous barking during any one hour period by any dog or dogs
in combination. Building
Permits: A building permit must be
purchased from the zoning enforcer for a fee of $25.00 if you intend to do any
of the following; establish any use of a building, structure or land, either by
itself or in addition to another use; expand, change or re-establish any
nonconforming use; erect a new building or structure or part thereof; rebuild,
structurally alter, add to or relocate any building or structure or part
thereof; reduce the open space or plot area required for a building or structure
or to include any part of such open space or plot area as that required for an
adjoining building or structure; and erect any fences. Dangerous
Animals Prohibited: It is hereby
declared a public nuisance and it shall be unlawful for any person to own, keep,
harbor, care for, act as a custodian of, or maintain in his or her possession,
any dangerous animal within the City of Inoperable
Motor Vehicle: To own or to keep or to
store or to have under their control in view of the general public, whether on
public or private property, an inoperable motor vehicle. Inoperable motor
vehicle means any motor vehicle from which, for a period of at least seven (7)
days the engine wheels or other parts have been removed, or on which the engine,
wheels or other parts have been altered, damaged or otherwise so treated that
the vehicle is incapable of being driven under its own motor power. It does not
include a motor vehicle which for a period of less than 7 days has been rendered
temporarily incapable of being ordinary service or repair operations. It is not
a nuisance to keep an inoperable motor vehicle within a fully enclosed building.
Covering or concealing an inoperable motor vehicle with temporary or
non-permanent coverings or with any structures which are not fully enclosed
buildings does not render it out of the view of the public for purposes of this
ordinance. This section does not apply to operable historical vehicles over 25
years of age or to a motor vehicle on the premises of a place of business
lawfully engaged in the wrecking or junking of motor vehicles. Offensive
Animal Pens: To own, use or keep any
yard, pen, place, railroad car or premises, in or upon which cattle or other
animals shall be confined or kept, so as to annoy or offend those residing in
the vicinity. Offensive
Smells: To so negligently conduct any business or use any premises as to create
such an offensive smell as may taint the air and render it unwholesome or
disagreeable in the neighborhood. Rubbish,
Junk, Etc.: To permit or allow
rubbish, junk, trash, debris, garbage or discarded material or property to exist
upon the premises other than in a proper container. Running
At Large Prohibited: It is hereby
declared a public nuisance and it shall be unlawful for any person to permit any
animal to run at large in the City of Water/Sewer/Garbage:
Monthly fees as follows:
$17.00–water; $21.00–sewer; $11.00–garbage. The sewer bill continues on a
property regardless whether the service is in use or not. However, the water and
garbage are only billed for active service. Bills are sent out the first of
every month and must be paid prior to the 15th or the property incurs
a 10% late charged. Garbage pick up is every Wed. morning early and it is
recommended you set it out on Tues. night. The first Wed. of every month you may
set out large items with the exception of hazardous materials and/or white goods
(appliances), you may purchase a $20.00 appliance sticker from city hall that
you will place on white goods for removal. Wheel Tax: Museum Sharon Reason who had worked with the city for over 20years established a museum which consists of 5 rooms packed full of interesting objects. The City can loan up to 50% of the total project cost at 3% interest for 5 years.
